Frost protected foundation

Was wondering if the use of a frost protected foundation is accepted in north eastern Canada specifically Quebec?

Also is it possible to use this type of foundation as an addition to a home with a regular foundation?

You have to check with the local township to be certain, but they are allowed. However, why would you use one? The savings from not excavating ( at least a crawl space ) will be lost with the increased heating costs, not to mention the cold floors you will have.
