The original portion of our house (approx. 700 sq. ft.) is built on posts with a poured concrete exterior wall (there are vents in the walls for air circulation); it initially was a cottage. There is no access under the floor to allow us to properly insulate the floor using batts, vapour barrier, etc.; the floor is very cold in the winter. Is there a type of insulation that could be blown in that would not break down due to absorption of moisture from the ground?

There is an insulation that would provide what you're looking for...it is a sprayed foam. It also provides a vapour barrier. It is pricey and would be especially so in the application you describe. If you want a less expensive option, why not cut a hole and install an access panel in the floor?
