From what I have heard, according to the building code, you can not build a living space above a garage.(Of course I may have heard wrong)
Have I heard correctly? Are there certain standards that have to be met in order to do so?

Depending on your municipality, you may or may not be apply to build living space above your garage area. Also bear in mind, once you have take occupancy of your project you can modify the job to suit your needs. But this needs to be determined prior to construction.

Depends, is it a detached garage or attached to the house. If it is attached to the house well I see new home builders doing it all the time.

I have encountered New Westminster will not allow a living space above a garage, but you should just call your planning dept for your municipality and check.
